The October 2025 Visa Bulletin has just been released, and since October starts the new fiscal year, there are new visa numbers, movement in several categories, and important changes you need to know. “October is always a special month in immigration because it marks the start of the new fiscal year. That means USCIS and the State Department get fresh visa number allocations. For 2026: • 226,000 visas are available in the family categories. • At least 140,000 visas are set aside for employment-based categories. But remember, per-country caps still apply, so high-demand countries like India, China, Mexico, and the Philippines are still heavily backlogged.” Employment-Based Categories 1. EB-1 o Still “Current” for most of the world. o India and China remain backlogged, though China saw slight forward movement. 2. EB-2 o Good news: strong forward movement. o “Rest of World” advanced to December 1, 2023. o India moved to April 1, 2013. o China also advanced. 3. EB-3 o More forward movement for India and China. o Other countries also see improvement. 4. EB-4 (Special Immigrants) o Reopened! It was “Unavailable” in September but now has a cutoff date again. 5. EB-5 o Big movement for India — advancing nearly 15 months. o EB-5 “Set-Asides” (rural, high-unemployment, infrastructure) remain Current worldwide, meaning no wait if you qualify. Family-Sponsored Categories • Movement here is slower than employment-based categories. • F2A (spouses and children of green card holders) advanced the most. • Other family categories (F1, F2B, F3, F4) moved only slightly. • Mexico and the Philippines remain the most heavily backlogged. Diversity Visa (DV-2026) • The new DV-2026 program is officially underway. • Cutoff numbers per region are posted, though annual limits are a bit reduced due to legislative offsets. What Stayed the Same • Some EB-1 India dates didn’t move at all. • A few categories only advanced slightly, showing limited relief in the backlogs. What This Means for You • Good news if you’re in EB-2, EB-3, or EB-5, especially from India and China — the wait just got shorter. • If your priority date is now current under the Dates for Filing chart, you may be able to file your green card application sooner. • Always check both charts: o Dates for Filing = when you can submit paperwork. o Final Action Dates = when your green card can actually be approved. “So, the October 2025 Visa Bulletin brings some much-needed movement — especially in employment categories.
