The Department of Homeland Security — DHS — is partially shut down. But what does that actually mean? Are immigration cases stopping? Is ICE still operating? Will airport security be affected? In this video, I’ll explain what’s happening, why it happened, and what it means for immigrants, asylum seekers, and travelers in the United States. What Is the DHS Shutdown? As of February 14, 2026, Congress failed to pass a funding bill for the Department of Homeland Security. This is not a full government shutdown — it only affects DHS. DHS includes: • ICE (Immigration and Customs Enforcement) • CBP (Customs and Border Protection) • USCIS (Immigration Services) • TSA (Airport Security) • FEMA • Coast Guard Because lawmakers could not agree on immigration-related reforms tied to funding, DHS funding expired. Why Did This Happen? The shutdown is mainly about immigration enforcement policy. Some lawmakers demanded: • Oversight reforms for ICE and CBP • Changes to enforcement operations • Accountability after controversial enforcement actions Other lawmakers opposed attaching immigration reforms to the budget. Negotiations collapsed — and funding expired. What Continues and What Is Affected? Here’s what you need to know: ✅ ICE and CBP are still operating. Enforcement and deportation operations continue. ✅ USCIS generally continues processing cases because it is mostly fee-funded. ⚠️ TSA officers are working without pay. Airports remain open, but longer shutdowns could cause staffing issues and delays. ⚠️ FEMA and other DHS programs may face administrative slowdowns. So immigration enforcement continues — but employees may not be paid until funding resumes. What Does This Mean for Immigrants? For immigrants and asylum seekers: • Immigration court hearings generally continue (courts are under DOJ, not DHS). • USCIS applications like green cards, asylum interviews, and work permits usually continue. • ICE detention and enforcement actions continue. • Border processing continues. In short: enforcement continues, but administrative strain may increase if the shutdown lasts longer. How Long Could It Last? There is no clear resolution date. If Congress does not pass a funding agreement, the shutdown could last days or even weeks. The longer it continues, the more operational strain we may see — especially at airports and disaster response agencies. This is a political standoff centered around immigration enforcement policy. For now: • Immigration processing largely continues. • Enforcement continues. • Airport travelers should monitor delays. • Immigrants should stay informed and speak to an attorney if concerned.
