There are various nonimmigrant visas that have no caps and allow employment, however they do tend to cover narrower groups of people than the H-1B. This is why they aren’t more widely used. To give a few examples are L-1 visas for intracompany transferees, E visas for investors in a business, and O visas for people of extraordinary ability in various fields, including business, sciences, education and the arts. None of these visas have caps.
